Senior Associate Fellow, Europe in the World Program,EGMONT Royal Institute for International Relations
At present Marc Franco is Senior Associate Fellow in the Europe in the World Program of EGMONT (Royal Institute for International Relations). Previously, he was Ambassador/Head of the EU Delegation to Egypt (2009-2012) and of the European Commission’s Delegation to Russia (2004-2009). In his career at the European Commission, Marc Franco held positions including Deputy Director-General of the Directorate-General EuropeAid (2001-2003) and Director for the Cohesion Fund and Structural Pre-Accession Instrument in the Directorate-General for Regional Development (1989-2001). From 1990 until 1998 he was Head of Unit in the PHARE Programme (preparation of CEEC for accession) and from 1978 until 1990 he worked in the DG for Development. Before joining the European institutions, he was a researcher (Rural Development) at Cambridge University (1974-1978), Associate Expert for the United Nations in Senegal and for UNIDO in Upper Volta (1971-1974) and Associate Professor (economics) in the University of Louvain (1969-1971). He has published several articles on the European Union’s external relations and the European Neighbourhood Policy in particular.
