Director for Japan, Board of Directors - European Bank for Reconstruction and Development
Yosuke Kawakami has been Member of the Board (Director for Japan) at the EBRD (European Bank for Reconstruction and Development) since July 2015. He has spent the majority of his career since 1983 in the Japanese Ministry of Finance (MoF), covering public finance, financial regulation and supervision, financial markets, as well as international finance and trade.
Mr. Kawakami also has extensive overseas experience, serving at the IMF (Financial Economist; 1985-88), OECD (Organization for Economic Cooperation and Development; 2003-06), as well as the Embassy of Japan in Moscow (Financial Secretary; 1996-98) and London (Financial Minister; 2010-13).
Mr. Kawakami is one of the “Founding Members” of the EBRD, having been involved in its establishment 25 years ago. He has also travelled widely to Central and Eastern Europe and other transition/emerging economies, inter alia when he was Senior Financial Outreach Advisor at the OECD in Paris, and once to Romania (in 1996) to advise on insurance market reform.
He has lectured on Japan, Asia and the international economy in London, Dublin, Berlin and Riyadh, as well as in Asia (ex-officio at the University of Tokyo, Keio University, and the National Graduate Institute for Policy Studies in Japan, as well as at Seoul National University in Korea).
Mr. Kawakami is a graduate of the University of Tokyo and the Johns Hopkins School of Advanced International Studies (SAIS) in Washington D.C. He is fluent in Japanese and English, and has working knowledge of French, and basic Russian.
